Indiana County is currently seeking public comment on the proposed amendments to the county’s Subdivision and Land Development Ordinance – also known as SALDO. Specifically, the modifications would apply to large-scale solar and wind energy facilities. Windmills and solar farms are not commonly found in Indiana County, but they are part of the landscape in neighboring and regional areas.
Among the elements regulating wind energy facilities, the ordinance would regulate height according to Federal Aviation Administration guidelines, restrict access and include anti-climbing equipment, and institute setbacks and scenery measures.
For large-scale solar projects, the ordinance strengthens decommissioning requirements, mandating completion of decommissioning within twelve months and complete restoration to the pre-existing condition of the property within eighteen months.
