The Pennsylvania Public Utility Commission has filed formal comments on a proposed high-voltage transmission project that would start in West Virginia and go through ten Pennsylvania Counties, including Indiana.
The comments are connected to the request by Kammer Juniata Transmission LLC, a joint project of NextEra Energy Transmission and Exelon Corporation. The proposed high-tension lines would run 222 miles from Kammer, West Virginia and end in Juniata County in Pennsylvania. The filing with the Federal Energy Regulatory Commission specifically addresses federal approval of a formula rate structure and multiple financial incentives tied to the project’s development. The PUC said in a statement that the package of incentives requested “is not tailored to address risks or challenges faced by the applicant and, if granted, will likely result in unjust and unreasonable rates for consumers.”
The PUC also noted that the proposed project has not undergone required state-level review in Pennsylvania or West Virginia including applications for Certificates of Public Convenience required to provide public utility service. Concerns were also raised on how the project was selected through the regional transmission process.
The proposal was approved by grid operator PJM in February.
