Police say they were dispatched initially to a home in the 300 block of North 10th Street for a welfare check at 4:37 in the afternoon of February 25th. Officers found four juvenile children, but no one was taking care of them at the time. Police later determined their guardian was 47-year-old William Jefferson. No reason was given as to why he left the four children alone. A criminal complaint was filed through District Judge Guy Haberl’s office.
