The PA House is heading into its fourth day after going back into session and already House Speaker Mark Rozzi announced proposed rule changes for the regular legislative session that starts next week.
Rozzi says the rule changes he’s proposing reflect many suggestions he’s received from the public during his recent listening tour. One of them is fixing the discharge process so a committee chairman can’t “hold legislation hostage from a majority of the house.” He also wants to fix the special order of business process, so that a leader cannot hold legislation hostage, and making committee makeups more proportional between the parties than ever before.
One of the reasons for these changes is to ensure more bipartisanship in the House.
Rozzi says the changes will return government to the people, by the people, and for the people.
