The Pennsylvania State System of Higher Education board of governors will meet on Wednesday, and an agreement with the union representing some employees at the state system schools will be on the agenda.
AFSCME, the union that represents those doing work in the clerical field, accounting, maintenance and trades, grounds keeping, custodial, and information technology, has negotiated a side letter with the state system that is meant to help advance the State System’s redesign efforts and will also partially mitigate impacts that result from the system’s financial sustainability planning. The three points of the letter will:
- Provide 30 days additional notice regarding furloughs and employees that are furloughed will receive the employer portion of health benefits for two additional months.
- PASSHE promises not to contract out bargaining unit work that will result in the layoff of AFSCME-represented employees.
- Modification of the second-window of the enhanced sick leave payout program to extend the deadline of notice of participation and the payouts will reflect the payout table of the first window.
The Board of Governors will also consider extending the merit pool for employees not represented by APSCUF that was approved back in 2019, and to approve a new student member, which will be Skylar Walder of Shippensburg
