A patient at Torrance State Hospital has been accused of raping another patient in an effort to be moved to a jail rather than continue to be detained at Torrance.
50-year-old Keith Lloyd Saltonstall wrote in a note to a doctor that he concocted the scheme to “(solve his) discharge problem” by having non-consensual sex with a patient. He denied raping the mentally disabled man in a police interview. The incident is alleged to have occurred on June 10th.
The victim told police that Saltonstall offered him money in exchange for sex and raped him two or three times. Torrance staff members became suspicious after receiving a note which was supposedly from the patient, but appeared to be in Saltonstall’s handwriting.
Saltonstall is from Chester County. He’s been at Torrance since 2010 after serving a prison sentence for rape. He is registered for life as a sexual predator under the state’s Megan’s Law. He waived his preliminary hearing yesterday on charges of sexual assault, rape of a mentally disabled person, and involuntary deviate sexual intercourse. District Judge Mark Bilik ordered him held at the Westmoreland County Prison and set bail at $2 million.
