It is a relatively quiet schedule for the Indiana County Courts today, with only one proceeding on the schedule. That’s a non-jury trial conducted by Judge Michael Clark for 29-year-old Michael Paul Jacobs, who is charged with failure to provide accurate registration information as a registered sex offender.
Jacobs is from Latrobe, but has also been listed on registration websites as being transient and homeless. In 2013, he was ordered to serve a minimum of 10 years of Pennsylvania’s Megan’s Law registration after convictions for having sexual relations with a 15-year-old girl when he was 19, in 2010 and 2011.
The case will be heard in Courtroom Number Two, which today becomes Judge Clark’s courtroom. Its previous occupant, Judge Thomas Bianco, moves to Courtroom Number One as Indiana County’s new president judge upon the retirement, effective today, of President Judge William Martin.
The State Supreme Court has approved Judge Martin to be a senior judge, available when needed by the court system.
