The borough of Seward has been assessed a penalty by the Public Utility Commission for failing to respond in time to Penelec when it had to do an emergency replacement of a utility pole in the borough in December of 2022, resulting in an excavator damaging an underground storm drain pipe. The borough also failed to respond to PA One Call prior to the accident or afterward, nor to subsequent correspondence from the utility.
The response was due December 19th, 2022. The borough responded “Clear” on January 31st of 2023.
The action by the PUC also recommends educating town officials on the procedures for response. Seward Borough is disputing the finding.
A total of 300 disciplinary actions were taken during the PUC Damage Prevention Committee’s May meeting. That panel will meet again this Tuesday to review the latest violations.
