An Indiana man has been implicated in an investigation into supposed violations of the Home Improvement Consumer Protection Act in Cook Township, Westmoreland County.
State police say that this happened between March 27th and August 26th of this year. 46-year-old David Lee Rebo of Indiana had approached 33-year-old Brandi Lee Umbaugh of Ligonier as a contractor and the two had worked out an agreement. Umbaugh gave Rebo a check for $3,625 to start a job for her. After receiving the money, Rebo allegedly completed limited work and failed to finish the project.
Police do not say what the exact contracting job was. Charges against Rebo are pending the results of an investigation.
