The State System of Higher Education will request a funding increase of about 6.5 percent in next year’s budget, and says that will enable it to freeze tuition rates for a sixth straight year. The Board of Governors last week approved an appropriations request of $623.7 million.
Chancellor Dan Greenstein said seven of the ten state-owned universities have increased enrollment this year – IUP is one of them – but overall enrollment at State System schools has fallen by another two percent. PASSHE estimates that if they had kept up with inflation over the last five years instead of keeping tuition the same, the average in-state student would be paying $9,336 per year instead of the current rate of $7,716.
