The final passage of State Representative Jim Struzzi’s bill concerning substitute teachers has been delayed due to amendments added to it.
Struzzi’s House Bill 27 was originally intended to make certain provisions dealing with teacher shortages in Act 91 of 2021 permanent. The bill would give school districts some flexibility regarding the shortage of day-to-day substitute teachers by employing annuitants, prospective teachers, and graduates of educator preparation programs as subs. While the bill passed the house and senate unanimously, it came back to the house for concurrence. That’s when amendments were added to it that he said makes things difficult for families looking to use the Educational Improvement Tax Credits and Opportunity Scholarship Tax Credit programs.
Struzzi said that the changes were made along party lines, and it has resulted in significant changes. It needs to return to the Senate again, and the Senate is not scheduled to return to session until October 16th.
