State Attorney General Josh Shapiro yesterday announced a settlement with Ticket Victory, an Indiana-based business that the A.G. branded “an online ticket scammer.”
Ticket Victory operated from 2015 to 2018. Shapiro says the company owned by Brian Plowcha repeatedly scammed consumers by offering ticket sales to events and concerts without sending the consumer what they paid for. He says it “put on a show of selling real products…but never delivered.”
The settlement, in the form of an Assurance of Voluntary Compliance was filed in Allegheny County Court. It provides for all known victims of the scam to receive a full refund and opens a sixty-day window for additional consumers to make claims for refunds if they paid the company or Plowcha for tickets they never received or were not valid.
The agreement also shuts down Ticket Victory permanently and permanently prohibits Plowcha from conducting any online ticket business. The commonwealth recovers $24,265, including $10,765 in consumer restitution, $3,500 in costs, and a $10,000 suspended penalty.
Anyone who purchase a ticket from Ticket Victory and didn’t get a valid ticket or full refund should file a complaint by September 21st at www.attorneygeneral.gov, or contact the Bureau of Consumer Protection at 800-441-2555.
