Indiana County’s annual allocation of impact fees from the Marcellus Shale this year will be $156,325. That’s far below last year’s total of $217,550, an indication that there was much less drilling going on in the county last year, mostly due to the drop in demand because of a collapse in the market value of natural gas.
The funds are distributed in two categories. Sixty percent of the Marcellus Shale impact fees go to the county and the municipalities within them that had producing wells. Forty percent goes to the Marcellus Legacy Fund, which pays for environmental, highway, water and sewer, greenways rehabilitation, and other projects across the state.
Indiana County’s disbursement for the county and municipalities with wells is $84,944.68. For the Legacy Fund, Indiana County wells generated $71,380.
The top-earning municipalities in 2019 were:
- Center Township: $29,832.17
- Cherryhill Township: $21,930.12
- Green Township: $14,784.19
- North Mahoning Township: $12,785.68
- Brush Valley Township: $9.656.30
Since the Act 13 impact fee program began in 2013, Indiana County’s disbursements have ranged from a high of $344,288 in 2013 and $246,135 the following year to 2016’s $136,612. This year’s disbursements are the second-lowest total ever.
