Indiana Borough Council met for a combined special meeting and work session Tuesday night.
During the special meeting, council unanimously approved the general fund loan ordinance that was approved for advertisement at their regular meeting earlier in the month. This is the short-term loan transfer of $500,000 from the sewer maintenance fund to the general fund that will cover day-to-day operational expenses for the rest of the year. About $240,000 in unanticipated expenditures came in at the end of the year, including payments for the Streetscape project that was supposed to be covered by Downtown Indiana, Inc, and several invoices for the Community Center Project that needed to be paid. The money spent for the community center project is expected to be made up by state grant reimbursements.
In the non-voting work session, borough council were advised by the County Office of Planning and Development that there was a bit of a problem with the borough’s 2017 Community Development Block Grant application. Borough Manager Bradley Gotshall said that the county had mis-interpreted the rules when they applied for a property acquisition/blighted property remediation project. Once the county applied for it, the borough was unable to apply for it.
The new project will be storm sewer pipe replacements on South Seventh Street, which Gotshall said is a much needed project. No vote was required for the project change.
