A preliminary hearing is set for January 27th for a Bolivar man charged with attempted homicide in the attempted abduction last Sunday morning of a Ligonier Township woman.
56-year-old Frank Springer is being held without bail at the Westmoreland County Prison. In addition to attempted homicide and attempted kidnapping, he is charged with felony aggravated assault, and misdemeanor recklessly endangering, terroristic threats, unlawful restraint, and coercion and threatening to commit a crime.
The investigation began a week ago when the woman reported that she was jogging along Route 381 when a man in a 1995 Buick LeSabre drove by, stopped and turned around, and then the driver got out and approached her with a revolver in his hand. He fired a shot near her and tried to force her into the car, throwing her cell phone into a nearby creek. The two fought and he fired off several more shots, pushing her down and jamming his knee into her back as he shoved her face into the mud, until another motorist drove by, turned around and drove back, and the victim broke free and ran. The suspect then fled toward Route 30. Using surveillance footage, police were able to identify the car and track down Springer, who was arrested on Friday.
Because of the attempted homicide charge, he is not eligible for bail, as he is deemed a danger to the public.
