The Pennsylvania Senate has approved legislation that would require public schools to adopt a “bell-to-bell phone-free policy” by the start of the 2027–28 school year, restricting student cellphone use throughout the school day.
Senate Bill 1014 allows districts to determine how to enforce the policy while providing exceptions for medical needs, student accommodations, translation purposes, and teacher-approved instructional use. Supporters say the measure aims to reduce classroom distractions and address concerns about student mental health and academic performance.
The bill now moves to the House Education Committee for consideration.
