Charges are being filed against a Washington County man accused of producing a racially-charged video inside of a Rostraver Walmart store.
The video shows a woman being approached at the store and being asked how she could afford her house before being targeted with a slew of racial slurs.
Thirty-six-year-old Michael Todora is charged with ethnic intimidation.
