A Westmoreland County plumber who has been locked up for two years is free today after pleading guilty to charges and being immediately paroled.
Prosecutors say that Mark Loughran contracted for a sewer replacement job in Hempfield in 2022, collected half of the 55-hundred-dollar charge, dug up the basement and then did not complete the work. Loughran pleaded guilty yesterday to charges including theft and deceptive business practices saying that bad weather and an accident had prevented him from finishing the job.
Loughran had been behind bars on convictions in other cases.
