The State Board of Higher Education has approved the posting of Pennsylvania’s first-ever draft strategic plan for postsecondary education.
The 27-page document outlines six “foundational goals”:
- Increase postsecondary credential attainment
- Affordable pathways to postsecondary credentials
- Accountability and efficient use of state funds
- The economic development needs of the commonwealth
- Workforce development
- Fiscal health and stability of the higher education sector

The State Board of Higher Education, which is separate from the State System of Higher Education, was formed in July of 2024. Its members include Bobbie Jo Zapor, library assistant at IUP and president of AFSMCE Local 763. Her seat on the board fills the role of “Union Representative from Public College or University.”
