A Jefferson County woman is charged with operating an unlicensed kennel and failing to provide proof of rabies vaccinations for dozens of dogs.
ExploreJeffersonPa.COm reports, State Dog Warden Matthew Patrick alleged that 59-year-old Kimberly Gibb kept 54 dogs at her Jackson Street residence during 2025, including 37 found during a Dec. 12 inspection with local police, and surrendered 17 others earlier in the month. Prosecutors say Gibb lacked required dog licenses and rabies vaccination records for 28 adult dogs.
Gibb is charged with a third-degree misdemeanor and multiple summary offenses, and is scheduled for a preliminary hearing Jan. 15, 2026, before a district judge.
