While the state budget impasse continues, Treasurer Stacy Garrity has announced $500 million in low interest loans will be made available to counties and early education programs.
The interest rate for the loans will be 4.5% and is meant to go to social service programs through the each county’s human service departments along with Head Start programs. Both have been operating for nearly three months as the impasse continues. Garrity said the loans were offered to those two entities as they specifically came to her to ask for assistance. She said that she is also willing to offer similar loans to schools or other state-subsidized or funded programs as requested.
While Garrity is running for Governor, she said the move was not political, saying she felt it was part of her responsibility to serve all Pennsylvanians.
