Troopers have charged a Montgomery County woman with corruption of minors as a result of an investigation in Indiana County.
Rebecca Jean Kaelin, 62, of North Wales, PA, was charged on August 8 with one count of corruption of minors graded as a misdemeanor of the first degree. Charges were filed before Magisterial District Judge Christopher Welch at Magisterial District Court 40-3-01.
In December, 2023, the Troop A, Indiana Criminal Investigation Unit was assigned to investigate information received via a Child Welfare Report. During the investigation, troopers learned that Kaelin, who at the time was employed as a teacher with The Pennsylvania Leadership Charter School, engaged in inappropriate conversations with a 17-year-old female of Rayne Township, Indiana County, who was enrolled as a cyber school student with the school.
Troopers learned that Kaelin was communicating with the victim during video chat sessions outside of classroom and school club hours. This was captured on the family’s in-home “nanny-cam,” which the victim’s parents had placed to ensure that their daughter was doing her schoolwork.
The victim’s father reported that he had discovered via the “nanny-cam” that Kaelin engaged in inappropriate conversations with his daughter, and, in the course of the investigation, troopers learned that Kaelin had engaged in inappropriate conversations with the victim about religion, sexuality, and the victim’s mental health.
Kaelin was also found to have discussed with the victim plans to have the victim live with her after graduation, had mailed the victim a book for mature young adults, and had discussed a plan to mail a cell phone to the victim.
The victim’s parents also reported significant changes in the victim’s thoughts and behaviors.
A preliminary hearing is scheduled for September 22 at 10:20 a.m.
