Troopers today arrested an Indiana County man on a felony count of strangulation and other charges following investigation into a domestic dispute this morning in Pine Township, Indiana County.
Charles Martin Waller, Jr., 44, of Indiana, PA was charged with one count of strangulation graded as a felony of the 2nd degree, one count of simple assault graded as a misdemeanor of the 2nd degree, and one count of harassment graded as a summary offense. Charges were filed before Magisterial District Judge Christopher S. Welch.
Waller was lodged in the Indiana County Jail to await his preliminary arraignment before Magisterial District Judge Susanne V. Steffee.
On June 18, 2025 at approximately 7:09 a.m., members of the Troop A, Indiana Patrol Unit were dispatched to a residence within the 200 block of Second Avenue in the Village of Heilwood, Pine Township for a report of a 911 hang-up call.
Upon arrival, troopers made contact with the victim, an adult female, who related that she was involved in a verbal altercation with Waller and that the altercation became physical. The victim reported to troopers that during the altercation, Waller shoved her to the ground and began to strangle her with his hands to the point that she could not breathe.
Troopers observed recent physical injury to the victim’s throat and back, consistent with a physical altercation.
As a result, Waller was placed under arrest at the scene and was taken into custody without incident.
Waller was arraigned before Magisterial District Judge Susanne V. Steffee and monetary bail was set at 10% of $25,000. Bail was later posted and Waller was released.
A preliminary hearing is scheduled for July 1 at 10:00 a.m.
