The new State Board of Higher Education appointed last week by Governor Josh Shapiro is under a mandate to deliver by mid-2026 a report on procedures for the “orderly closure” of colleges in the state.
The 21-member board is chaired by State System of Higher Education Board of Governors chair Cynthia Shapira and includes university presidents and administrators, faculty, students, legislators, and business and labor representatives from across the commonwealth. One of the members is Bobbie Jo Zapor, IUP library assistant and the president of AFSCME Local 763.
According to a news release by the governor’s office, the wide-ranging agenda for the new board also includes creation of an “Outcomes-Based Funding Council that will deliver recommendations for how best to fund state-related universities and provide a range of supports to institutions experiencing fiscal instability.”
