PennDOT has announced some updates to its guidelines concerning automated school bus enforcement.
The law allows school districts to install and operate automated camera systems on buses to enforce the Pennsylvania School Bus Stopping Law. Violations that are identified by a camera system are reviewed by police under an agreement with the school district. After review, the district could issue violations to the vehicle owner, including a $300 fine. Under the modifications, those wishing to appeal the violation cand request a hearing in front of a PennDOT hearing officer at no cost to the vehicle owner. This hearing can be done either in-person or virtually. Previously, the owner could request a hearing but it would be in front of a district judge where the violation happened, and they would be responsible for the civil filing fees.
The updated law also requires school districts taking part to submit annual reports to PennDOT and State Police by July 1st of each year. Reports will include the number of notices of violation issued, the amount of fines or penalties collected, amounts paid under agreements authorized by law, results of contested violations and other items. That information must also be made public by the end of the calendar year.
