The Steelers have activated defensive tackle Isaiah Buggs from the reserve/covid list and signed linebacker Tegray Scales off the Cincinnati practice squad. He played in four games for the Steelers last year but was released during training camp.
The Steelers play the Browns at Heinz Field tomorrow night.
