Indiana Borough Council will meet virtually tonight for its regular meeting and on the agenda will be some action items, including ones for outdoor dining and animals in the borough.
In the community development report, borough council will be presented with a motion to approve amendments to the borough code concerning nuisance animals, and adding a section on community cats and chickens. The amendment concerning cats would allow the trap, neuter and release of feral and community cats on a voluntary basis, provided they meet with guidelines supported by regional and national feral and community cat organizations and the American Veterinary Medical Association. Any procedure must be carried out by a professional. Concerning chickens, female chickens would be allowed but roosters would be prohibited. Also, all those wishing to keep chickens must have a permit to keep the chickens and must have a zoning permit to have a chicken coop on the property.
Also on the agenda is a resolution that authorizes the outdoor consumption of alcohol by temporarily modifying restrictions to allow outdoor service during the Covid-19 pandemic. Starting June 17th through November 1st, application and license fees for 2020 licenses are waived, and if they have been already paid, the business will receive a refund. The borough will also extend hours for outdoor alcohol consumption at establishments, and expand seating areas at establishments that serve alcohol into the pedestrian right-of-way, provided they have a five-foot accessible path of travel for pedestrians. Also, eating and drinking establishments that do not serve alcohol can also request permission to extend outdoor seating in a similar fashion.
