Governor Tom Wolf visited West Chester University yesterday to tout his funding plan for State System of Higher Education schools and promote his new “Nelly Bly Scholarship” program. It was the second stop on a planned tour of all fourteen state-owned universities. He was at Lock Haven on Wednesday.
Wolf says the Nelly Bly Scholarship “incentivizes (recipients) to stay in Pennsylvania after graduation”. Students must be enrolled full-time in a State System school and qualify for a federally-subsidized student loan. They must commit to live in Pennsylvania after graduating for the same number of years they received the scholarship, and if they leave early, the money is converted to their student loan debt amount. It’s termed a “last-dollar-in” scholarship that kicks in after a Pell Grant and other state grants are applied.
Wolf plans to visit IUP in mid-to-late March. His full schedule has not been released.
