An Indiana man has been charged with raping a woman at a home in the 11-hundred block of Grant Street in February.
22-year-old Jacob James Wissinger, an IUP political science major, is accused of placing his hand around the victim’s neck during the sexual assault on February 15th, to the point where she could not breathe.
Indiana Borough Police opened the investigation on April 23rd and filed the charges yesterday. Wissinger was arraigned before District Judge Guy Haberl on felony and misdemeanor charges of aggravated indecent assault without consent and aggravated indecent assault forcible compulsion, as well as felony strangulation. He was freed on unsecured $2,500 bond and has a preliminary hearing scheduled for June 13th.
