A bill proposed by three eastern Pennsylvania Democrats would place some of the most stringent restrictions in the nation on everyone who owns a gun in the state.
Representatives Angel Cruz, Mary Isaacson, and Mary Jo Daly on Friday introduced House Bill 768, which would require that every person who has a gun, for any purpose, register with the state, be fingerprinted, and pay the state ten dollars per year, per gun.
Cruz and Isaacson are from Philadelphia. Daly is from neighboring Montgomery County.
Among the regulations for gun ownership are requirements that each gun owner submit a sworn, written application including name, home and business address, telephone number, date of birth, Social Security number, age, sex, and citizenship, with two passport-style photos; submit the manufacturer, the caliber or gauge, model type and serial number of each gun; be fingerprinted and have a background check; and keep each gun “unloaded and disassembled or bound by trigger lock, gun safe, or a similar device”.
The Republican-controlled House referred the so-called ”Firearms Registration Act” to the Judiciary Committee.
