Indiana Borough Police have cited a 19-year-old with underage drinking. Police say they came into contact with 19-year-old Zachary Thomas Wiggins at 2:22 this morning in the 900 block of Church Street in an intoxicated state and determined he had been drinking. Wiggins was issued a non-traffic citation and released from the scene later on.
