After more than a year of preparation, the new Downtown Indiana Business Improvement District plan is ready to debut. Downtown Indiana Incorporated’s David Janusek says that the new “BID” plan will be mailed today to business parcel owners for their review.
Janusek says the new BID features new boundaries and other changes, including a Parcel Owners Advisory Board, a larger board that will provide for continuous review of the BID, and quarterly meetings that will enable members to discuss issues having to do with the BID.
In order for a BID to take effect, sixty percent of the businesses within it must approve, making it mandatory for all businesses, and the borough would have to sign on to a cooperative agreement. Janusek says business parcel owners should review the BID, list their questions and concerns, and bring them to a meeting scheduled for next month. Then there will be a 45-day voting period, after which, if sixty percent of parcel owners approve, it will be presented to Indiana Borough Council.
By law, a BID has a term of five years. Indiana’s BID expired last year. The new BID plan is available at www.downtownindiana.org,
